Using the final war double spread to downscale Mihawk is highkey stupid. The whole concept of onepiece is people fighting for their dreams and Mihawk has already achieved that. It won't make sense for someone who's already gotten the title he wanted to appear in a spread which is filled with people with dreams. It doesn't make him inherently weaker than someone who's in there already. Let's go over the dreams of everyone listed
Yonkos: Finding onepiece
Sabo/Dragon: Freeing the world of the WG's evil so the common man leads a better life
Koby: Revolutionizing the navy and becoming admiral to protect the common man from pirates' evil
Kuzan: oda could pull a plot twist with him not actually being on BB's side but for now let's just say he's morally grey but helping BB find the onepiece
Imu/Garling/Garling Jr: Maintaining the status quo and keeping their control of the world and sinking it for whatever reason
Akainu: Extremist working to eradicate evil
See. They all have goals. Mihawk doesn't. He's already achieved them. It'd be plain bad writing to include him there because he's achieved his goal and doesn't have anything to complete. Buggy unironically makes more sense to be in this double spread and it isn't slander, Buggy has a strong will to become PK.
With that being said, like I said, onepiece is a story of people fighting and achieving their dreams so yes all of these characters are more important to the narrative than Mihawk. Doesn't mean they're all stronger. Really, the only person you can make that argument for is shanks and that's because of the ultra wank Oda gives him/being the "PK" of his era and Luffy's inspiration

Sakazuki is an obstacle and Shanks an inspiration but Mihawk is an outright goal that Zoro will surpass at the very end.
