Shiki didnt do anything since he escaped from ID, no one ever compared he with the Emperors.

If u read the chapter Sengoku was briefing about Rocks he clearly put Kaido, BM and WB in a group while putting Shiki in the group bellow with Cap John, Ochoku and Silver Axe.

He might've emerged earlier. That part was mainly to set up strong world.

I think Shanks became a yonko 16 years after Shiki went into his 20 years retirement, so unless it is stated otherwise all canon material points towards him not being yonko at that time. We don't even know if the yonko system officially existed back then.

I'm not sure it works with the movie and chapter 0 but in my head Shanks beating Shiki has always been the best route. Ex-Rocks splitting up the seas between them.

WB refused to rule, Shiki tried to get too smart, BM was building alliances and Kaido was building an army.

Then WB got old, Shiki lost to Shanks, BM knew she wasn't strong enough and then made a fool of and Kaido lost just as he had built enough strength for his war.
