Shanks doesn't seem to be an immortal Gorosei.
We saw Shanks growing in the story...

They key to Gorosei's regeneration is probably their immortality. Shanks or other celestial dragons have zero links to that for now.

I think this is rather a unique feature to the gorosei and their connection to imu.
