Here we'll take a thorough look at Shanks character as a whole and how it correlates to his strength
Everything you need to know about this character and it's future is revealed since chapater 1
During his intoduction, we first see Shanks as a Goofy figure that laughs off insults directed towards him, but will not back off when someone hurts his friends. This is the perfect role model for Goofy, who is now able to play rope jump with the "WSC" while the drums of liberation echo through the sky.
Shanks is the parent figure he never had, a great parent that serves as a role model for Goofy to fulfill his goals.
Shanks begins his role by sacrificing his arm in a duel described as legendary by Whitebeard agaisnt his arch nemesis Lord of the Coast. In a moving scene the haki red god fails to react to this fish deadly fangs. This sacrifice will prove to be fatal for him, considering he is now no longer able to clash equally with Hawkeye, else the sacrifice would be worthless. During his convo with Whitebeard, Shanks is embarrassed to tell the WSM what kind of enemy he lost his arm to, but the point stands that this arm correlates to his lost potential, where he could've been the WSS but had to sacrifice it for Goofy. I don't think he cared about Goofy as much as he did the Nika fruit but let's not go there
That said the main take home message from the first arc is something else completely, his character design
Shanks jolly roger and design, since day one, is inspired by one man, Teach. Everything he has done in the manga was to prepare for a destined fight. Goda has been fattening up Goofy's role model for slaughter, which will then be followed up by an epic revenge plot climax
He's the only yonko so far to have ties with the WG, the only to have a relevant crew with considerable strength that even outshines him in bounty reports and finally he has not done any feat, whether its arriving at MF or chasing off Greenbull from Wano, on his own.
Shanks whole persona and the reason his CoC is hyped revolves around his hobo happy go lucky attitude, where he doesn't really do anything significant, but it's slow and steady fake hype until he finally fulfills his role, dying. And now the time has come, Shanks no longer has a role to fulfill considering Goofy is even stronger than him at this point. He's finally deciding to go after the one piece, unfortuantely that will not play out well.

1. Shanks sacrifice was significant to Luffy, as he gave away the arm that took away from him his full potential, rendering him unable to compete with Mihawk. Canonically, Shanks is capped at Mihawk.
2. Shanks whole character was created to serve as an idealistic benchmark for Luffy, and once this role is fulfilled he's just extra baggage.
3. Shanks character design since day one was literally carved by Teach, and figuratively as a sacirifical lamb for Goofy's final opponent.
Ironically, Goofy's existance is the number one cause of decreased Shanks stock.
