That's the one we know of at least, maybe we'll even get bounty increases for the existing Yonkos too? That would make it even more insane (plus I'm at least expecting BB's to be way higher, and Buggy ofc, though him still being at 15m while being a Yonko would be hilarious).

The person in the story who has the most reason to actually hate Shanks is Garp, IMO. Garp tried so hard to keep Luffy hidden, and keep him from being connected to pirates/his father. And Shanks fucked the whole thing up, gave the kid a Devil Fruit accidentally, and convinced Luffy that pirates are the hypest shit in the world.

This is a crazy, wild guess, but I wouldn't be surprised if Garp hunted down Shanks after finding out how he had influenced Luffy, and actually got beaten by Shanks. I have Shanks as 3rd strongest in the verse after Imu at 1st and Kaido at 2nd. Shanks sure as hell beat someone to get where he is.

Honestly, meh, the whole concept of bounties is fucked up.
Whitebeard, a (relative) pacifist, who didn’t care about becoming PK, and didn’t even attack fodder marines has a higher bounty than Kaidou, who’s one of the worst warmonger, wants to become PK, harbors a lunarian, knows about Joyboy, and has an ex scientist who worked for Vegapunk who has very dangerous fodder cleaning abilities, which endanger civilians, not to mention the brutal overall nature of the BP.
Ok sure, whatever. Truthfully, those 4 millions can mean anything, or even nothing.
