Hey guys, this theory will be about why Shanks is a Double Agent secretly making the world government think that he’s on their side, but playing the chess pieces to help lead the world into a new dawn.
To begin, Oda is actually a very big fan of Vicky the viking, and there’s no doubt that Oda includes a lot of norse mythology in One Piece, with the giants, their helmets, Shanks’ ship, and Shanks in general. In fact, Shanks’ ship itself is based off of norse mythology. Adding onto Shanks’ ship, its head looks like a giant red snake or serpent, and it is called the Red Force.
Now, this may be no coincidence, as a Red Snake or Red Serpent is very much associated with Norse mythology, and the snake in norse mythology symbolizes three things, deceit, change, and fertility. The very embodiment of Shanks' ship, and Shanks' title. The color "Red", and the Snake or Serpent.
This brings me to my main point. If these traits are associated with Shanks, it may answer the question of why Shanks visited the Gorosei. Shanks could be relaying information to the World government as he sees fit, to have them move in a way he wants that would secretly, and unknowingly for the world government, would help lead to their downfall.
This would incorporate what the snake symbolizes. In this case, deceit as he is deceiving the world government, and change, as he very much encapsulates the very idea of a new age taking over and a new dawn, with his very daughter, Uta, having her most popular song, “New Age”. The New Age as well could also tie into fertility.
