And I don't imagine kicking is as effective as swordsmanship unless his legs can suddenly match Whitebeard's naginata and Yoru, which Oda never even hinted at.

This is something I've been repeating for a while now. I don't get why anyone would be so obsessed with a character's strength unless the character's main focal point is their strength (i.e Mihawk).
Shanks being weaker than Mihawk doesn't mean shit for his character.

And Luffy lost to Kaido every time before he awakened G5.
The only person who can clash with top or God tiers with solely physicals is Garp, and his physicals and Haki have been hyped multiple times. Shanks never had his physicals highlighted like that.

Well bbp have way better narrative significance going for them.

The recent chapter with Rocks and stuff is all hype for bbp. And there's even potential for BB to be the final villain.
