Mihawk isn't Greatest Swordsman just because People liked his Moves, but probably cuz of a Duel He had in the Past (Probably Shanks Duel)

So it doesn't matter how Strong people think anyone is, unless They are responsible for something that makes them worthy of such Unique Epithet, They ain't gonna get it, and this applies to everyone, not just Top Tiers

Koby was also given Marine Hero Epithet, was it because of his Power in General? No, was it cuz He became just like Garp? No

15 chapter plus numerous Commanders. Shanks folded Kidd solo.

With there being a “world’s strongest” for each of the 3 types of fruits

Whitebeard who was considered the strongest man had what many consider the strongest Paramecia fruit. Paramecia fruit in general turn the user into a super powered man

Shanks took help from Giants to take out a ship standing near, while Teach had to deal with a sneaky submarine attacking his ship from underwater, even if same Giants were there, Hakoku wouldn't reach Law's submarine, and they wouldn't even see where Law's submarine is, completely different level threat from the sea.

Plot reasons: Oda knows Shanks and Law are fan favorites, Heart Pirates have much closer ties to SH Pirates, he wants them look better while winning or losing, even Bepo's power up came from SH Pirates as if they are almost main characters like SH Pirates. And Teach was holding back, submarine attacking their ship stalled them, Shanks asked help from Giants to take out a ship standing near, same Giants couldn't do anything about the submarine attacking from underwater.

And BM clearly said Law > Kid.

Holding back Teach vs Awakening Law:

While all out Shanks uses all of his top tier Haki to make Awakening Kid's own weapon explode.

Teach was holding back vs Law as well.
