Because either he was not in his prime vs Roger/Garp, or he was not part of the fight.

I think the way Oda framed that panel was important. He did put Roger and Whitebeard a step above the other three.

But he’s being doing that with those two all series. It’s still great for Shanks fo be held in that category.
