Luffy was only declared the "5th Emperor" by Morgans' article, a journalist who is not only known for exaggerating news to earn a living but also is a Luffy fanboy. No good enough evidence for 1.5 billion being the highest bounty number any non-emperor pirate can earn. The case for Ben Beckman is stronger than Marco or King as it's outright implied the RHP's bounties are much closer to their captain.

Next arc we literally see a base drunkard Emperor one shotting him with negative difficulty, and Kaido in his weakest status isn't one shotting Marco or King.
