Questions & Mysteries Shanks Set Up Luffy?

Dunno why but I believe Shanks is the baddy of the story, entire thing is as if Shanks is harvesting on Luffy.
Look what he did
1) He was with Roger and he learnt they were 20 years too early
2) He met a small boy with a dream that matches Roger, pbly think he measured Luffy's Haki like Qui Gonn did in Starwars
3) Inspired him to follow the path of a pirate so that he could be the ONE
4) He knows the time is not right so he partied for years to kill the time.
5) A fleet admiral ended the war after he intervened and Five elders agreed to meet him
