I think Oda is going to pull a twist and Shanks will end up being the final villain and here’s why.

When Jinbei encounter Blackbeard, he is tells Jinbei he’s getting mad at the wrong man. Jinbei is already aware of the Marines involvement and they aren’t a single man, so Teach is likely referring to someone else, Shanks.

Shanks most likely made a deal with the Gorosei/Sengoku to not get involved in MF and to keep the other Yonko out which is why he intercepts Kaidou. This is what enabled WG to actually make a move on WB and excite Ace otherwise it would be too risky to wage war against a Yonko. This is something Luffy will find out in the end shifting more blame onto Shanks for Ace’s death.

Shanks also allowed Luffy to keep the Gomu DF so he could take on the WG and other Yonko while Shanks focuses on finding the One Piece.

Shanks also has a history with Buggy and Mihawk which will allow him to form an alliance with CG, if Mihawk is Zoro’s final enemy then Shanks + CG would fit as the final villains.

Please keep in mind I don’t think Shanks is fully evil, but I do believe he has aspirations to become King of the World and use the One Piece for something somewhat controversial that Luffy won’t agree with.

That would leave me very surprised, two Yonkos being the last two bosses, Blackbeard and Shanks.

Yonkou is just a stepping stone for BB, just like his Warlord title was, he would happily discard it like it's two bit trash when the time is right. He's not satisfied being a mere Yonkou.
I don't know if these assumptions about the character are correct, I need to see how it unfolds. Just the fact that he's not a slave is already good, meaning, nobody wants to be mere an admiral as Izou pointed out in MF

No I just read the way Oda intended. Admirals are the top tier marines, Yonkou (for the most part) are top tier pirates. I don't much like headcanon or empty calorie hype.

But if you want to get technical Yonkou is not solely an individual strength based title, technically you can be weak af, I've been saying this for years and look where we're at now with Buggy.

I gues this poster means that some fans treat swordsmen in general like the epitome of strength like they are some fighter type that is just the strongest period. This isn’t Bleach after all.

Shank is more likely to be similar to Sabo.

His father on the other hand was clearly displayed to be executing someone who's done a good deed.
