Both have different characteristics.
Tobirama was ferocious and liked to solve conflicts with force.
Shanks is diplomatic.
Shanks is more like Hashirama, if we are talking about Senju brothers.
But, I think he will end up being the Jiraya of One Piece.

Depends what you like in a character. Shanks is Mr. Perfect while Tobirama is a genius racist lol. Tobirama by far for me though.

Tobirama actually had impact on the story....for worse but at least it's better than to be the forever stalling machine that is Shanks.
His legacy is full off accomplishing nothing. Pretended like he cares for balance and stability just for it to turn out that he wasn't about the smoke with Kaido so he waited for someone to take him out.

I like Shanks more but Tobirama is more fleshed out.

I'd say Mihawk is better character than both
