For me it's Zoro he's there but the ceiling to be on the same level is still too high for him to get too when you take power ups into consideration, then Luffy outclasses him.

Be it in strength or speed, Luffy's feats are much above Zoro in every way. He also has an overpowered hax ability like future sight which Zoro doesn't and can't even counter it for all we know. Portrayal is pretty subjective. It'll be after this fight with Kaido that we can know things clearly. Right now at least, Luffy is heads above Zoro, going by feats.

Future Sight isn't hax. We've already seen it lost to Luffy's pride (zombie), anger (Kaido), and lack of understanding (Apoo). Being an unarmed combatant meant getting struck out in one move, where the other four rooftop fighters don't have that vulnerability and Zoro is clearly the strongest of the weapon users there.

Because Luffy still will surpass Kaidou in individual powerlevel in this fight even if its team battle. And if you don't accept that Luffy will surpass WSC because of team battles, don't accept that WB beat Akainu in MF by two-shotting him, because Akainu also fought many fighters before WB so technically its a team fight.
