General & Others Shouldn't there be Pleasure Headliners?

Anyone else is bothered by the fact that the Headliners are mostly Gifters outside of The Flying Six?

The problem with this is that if a Character is strong enough to be a Headliner after eating a successful SMILE then they should be close to Headliner Level without A Smile Devil fruit , and since SMILE fruits success isn't based on Strength as seen with Killer, you should have dozens of Pleasures who are Headliner tier out of the 4500 users, unless if Kaido got extremely lucky and everyone close to Headliner level got a successful SMILE which would be extremely hard to believe


So if a Veteran Level Non DF user joined his crew and eat a failed Smile he wouldn't be allowed to be a Headliner or a member of the Flying Six or even a Headliner like Hawkins?

I think kaido reserves the Headliner positions to DF/SMILE users. He want a crew full of DF users after all and while the SMILES don't allow it, they can certainly allow it to put in place a "no DF, no Headliner rank" policy.

Yeah we saw it with Killer. Kamazou can kill easy all headliners we have seen so far so it means that even if you are strong you can become a pleasure.

But I think if you are really really strong Kaido won't take the risk with a SMILE and will give you a real DF. Here with Killer it was special because Orochi played with him.

Ah so you assume there is another "Killer/Kamazou" person in the beast pirates.

Like @Sakura no Hiluluk said, Kaido won't allowed strong person to ate SMILE. But, for Killer/Kamazou, it is an exception.

Afterall, i dont think SMILE fruit nerfed you.
