I think instead of all the future enemies straw hats have to face happening in different battles or arcs Oda is building up to a giant royal rumble that mirrors God Valley and Skypia.
In God Valley the Top factions were all involved and clashing for a great treasure that they found out was currently at God Valley due to Ginny leaking the location. Similarly, I think the location of Laughtale will be leaked to the world, resulting in everyone rolling up on Laughtale. I could see Caribou or Luffy accidentally doing this.
That way we have a giant battle royal between the Gorosei, Yonko, HK, and Marines just like at God Valley, and Luffy ends up fighting against all the different faction leaders and Zoro ends up fighting all the major swordsman all in the same fight.
I also think in God Valley the one who really beat Xebec wasn’t Roger and Garp, but IMU. I think like in Skypia the other battle royal arc the main evil showed up at the end and bodied everyone, but in that situation there was no Luffy so IMU just won and took the God Valley treasure. In Laughtale Luffy will be there to help defeat IMU when he shows up at the end of the battle royal.
