Character Discussion Smoker vs Koby

Round 1 and 2 isn’t even a debate.
Round 3 honestly depends. I am a big believer that the whole point of Smoker’s character is to take a hardcore Marine and turn him into a Straw Hat Pirate by EOS, and the introduction of Aokiji as a Blackbeard Pirate is the perfect opportunity to give Straw Hat Smoker his Blackbeard 1v1.
So if Smoker defeats an Admiral, and Koby becomes an Admiral, Round 3 is debatable.

I don't see how current Smoker is stronger than current Koby
Koby had to do something special that helped Teach beat that Wan Xhi, that none of BB's crewmates couldn't help the way Koby did.
Koby's also the hero of the marines already. From what we know from Garp's story, that title is not given randomly.

1. Smoker. Coby’s Luffy love is too annoying. Also hasn’t really done anything interesting post skip. The moments when he stood up for himself pre-skip were good, but we aren’t really seeing much interesting about him now that he should be quite secure in his own strength. Maybe once Garp is finished it’ll push him.
Meanwhile Smoker always has to face up to genuine challenges as a character, dealing with the corruption from the World Gov and the Marines. Also has a far better relationship with Luffy, with more mutual, begruding respect than hero worship.

Smoker and Blackbeard are the best rivals Oda’s given Luffy, but it just doesn’t seem like Oda’s interested in Smoker anymore. Which is a real shame, especially since the Luffy Smoker rivalry is far more like Roger Garp than with Coby, despite Coby being Garp’s protege. Hopefully Smoker’s absence is for a reason and there’s something big planned with Kuzan later on. Don’t care if Oda gives him a totally nonsensical powerup either.

One thing to give me hope is that Garp, Akainu and Smoker are all pretty rare in that they have the same animal representative, the dog. Garp has his hat and ship, Akainu’s codename and one of his attacks, Smoker’s been called the mad dog of the Marines a few times.
The one conversation we have between Roger and Garp could basically be a conversation between Luffy and Smoker. Luffy clearly trusts and respects Smoker a ton, despite being enemies, that’s been clear for years. Smoker also actually tries to hunt down Luffy, which Coby never has, and Garp actually did with Roger.
Smoker is clearly more linked to Kuzan than Coby is. Coby and Kuzan have never even had a conversation, Kuzan and Smoker are friends. Smoker will take Kuzan being a pirate far more personally than Coby.

Nah koby was quite litearlly a temporily crewmate for luffy, can't say the same for smoker
only thing he has for him is hunting for luffy, that's about it while koby and luffy built a relationship like garp and luffy
Kuzan is whining about koby being garp protege, also pretty sure there's more narrative importance if garp new student avenges garp death from his old student
