- In One Piece Green, it was revealed that Roger's mustache was actually intended to be his nose hair in the beginning.
You see this is because everytime Roger fought Rocks, the latter would chop his moustache off*.
In fact sometimes Rocks would sneak onto Roger's ship while he was sleeping, chop of his moustache and put clown makeup on all his Shakky body pillows before leaving.
Because of this Roger started shaving and instead put up a flag with a moustache. This flag was a representation of his dream, his desire to live in a world where he could grow facial hair in peace.
In fact this was why Roger was sobbing while fighting Rocks, he wasn't sad about Rocks dying, he was crying tears of joy because "Finally I can kill this mf and make it past 40 with a moustache".
So that's why Roger had a moustache flag but did not have one himself. Moral of story is never give up on your dreams.
