By EOS every named character in the manga will have CoC, Oda’s manga was cooked a long time ago. The same arc AdCoC was introduced we already got 8 AdCoC users lmfao. Instead of being the most rare ability, it’s just Oda’s giveaway ability that he’ll use to wank all the characters he spent the most time conceptualizing.

Mihawk, Aisa, Enel, Fujitora, Shyarly will all have Future Sight. No doubt many other top tiers like Dragon and so on will have it too. Sanji is a likely candidate. Van Auger, Usopp, Yasopp, maybe Shilliew.

Given the con coating is just stronger emission, we probally see something beyond FS which will make it more elite, unless its already shown as its observation killing

Adv coc is peak power though. Not base COC

And most non DF top tiers will have both FS + Adv coc

As for logia awakening only BB may get it. Oda didn't give awakening to either BM or Kaido two veteran yonkos. Admirals awakening is pretty debatable.

That's because theres levels to this shit

Level 1-Armament/Observation (Base)
something anyone can unlock through training

Level 2- Conquerors (Base)- something only 1 in 1000 unlock you can't train to get it you either have it or you don't but once you get it you can train to make it stronger

Level 3- Armament/Observation (Advanced) something only masters of each Haki is capable of unlocking Mastering something is much harder than unlocking something deep within you which is why there's more Base conquerors than there are advanced users of the other two

Level 4- Conquerors (Advanced) As i stated before conquerors is something you either have or you don't if you do have it and you unlock it then you can train it, only the strongest of Conquerors can unlock the Advanced version of it these are the true top tiers of the story

Chances are Advanced Haki is even rarer than CoC. Advanced Conquerors Haki which IMO we haven't really seen yet will be even rarer than things like FS as in only 3 people might have it. I expect Roger and Shanks to be the other 2 besides Luffy in the future.

1 in 1 million isn't that rare when we're in the most epic section of the world. I don't have an issue with more CoC users, most of them can't imbue it in their attacks anyhow. I do hope we get some more Future Sight users and logias (same for their awakenings). But yeah, we'll see a lot of top-tiers display CoC, same for relevant allies, Sanji seems likely, whoever has to face the Holy Knights and Gorosei in the future, and so on. Beckmann will probably display it, and it wouldn't surprise me if Shanks had more CoC users than just him.
