My biggest problem with Act 2 is the wonky pacing. Some parts were really fast, while others were slow. I can't fully judge some of the characters like Kyoshiro, Hiyori and Orochi, as their story is still incomplete, but the guys we did get to know of well can. But a little on Hiyori, I don't know what Oda is going for with her. Her character is so inconsistent.
Kawamatsu is my favorite scabbard. He's friendly, fierce, loyal and a bit of a goof. His story was straight forward, but endearing. I think when it came to just making lovable characters who suffered, Kawamatsu takes it the best. Ashura started out strong, but his story was too abrupt and now he's just idling as background noise. I thought his flashback was great in theory, but Oda just glossed over it.
For other characters, Hyogoro was a complimenting contrast to Luffy during Udon. Yes, I enjoyed Udon a lot, and thought they kept One Piece's light hearted charm during a time when the rest of the arc was pretty somber. I enjoy seeing characters try and improve and that's what Udon was for, while also introducing some electrifying characters like Queen, and a reintroduction to Kid.
Speaking of Queen, he's probably the best Calamity, character wise. He's a powerful character, but Oda isn't afraid of putting him in silly situations and even acting like pal with his subordinates. Not much on King, but he is giving off major Katakuri vibes, so far.
I am very disappointed in how under-utilized the crew outside Luffy and Zoro are, but I can kinda understand, since Oda has to try and flesh out the new characters while keeping Luffy and Zoro in the limelight as they will have the biggest role during the war. Hopefully the other Strawhats start getting shine moving on to Act 3 and beyond. There's also Law, and his little subplot that's gonna be a game changer for whatever side.
Act 2 served its purpose and the motions for Act 3, but I enjoyed Act 1 a little more. Act 2 did its job, but it felt like Oda was really struggling with managing the cast, which led to wonky pacing and bloated components. Act 1 was so much more concise, if far less rewarding.
