I think Oda made it clear that both Stussy and Kaku care a great deal for each other. But how deep does it go? Stussy went so far as to cry when bro shooed her away, and Kaku was looking pretty distressed himself.

What do you guys think? Were they an item? Or simply really close friends?

Yeah, it's ambiguous enough to the point where both scenarios are plausible. I'd like to think they were more than friends, it makes the scene more powerful imo.
