But luffy was said in the first volume to be special and his destiny was to do great things. Literally spelled out, and DESTINY mentioned too. Also Luffy was never saying to be an underdog, and arguably the first time he was was in alabasta.
Compared to say, Naruto, where he is an "underdog" with all the talent and god like powers.

Luffy was never meant to be underdog, he was the one of the few guys who had devil fruit in early series, was most powerful among the east blue, his connection to his grandpa, father and Shanks was introduced relatively early in the series
