One Piece has always been about challenging the perception of groups and people. Pirates are supposed to be viewed as bad but not only do we have the Strawhats but we have Whitebeard who was protecting various places without making them pay. Same with the Marines you have the ones who are trying to do good like Smoker and Coby and the bad like Nezumi.

You also have the Celestial Dragons who are initially shown to be the most vile, horrible group in the entire series yet you have Msjosgard changing his perspective. Showing you can't really categorically view people one way or another

but folks calling pirates better here have short memory span

literally coming off an arc where many where a chunk of the population in the country were mass murdered, experimented on, enslaved and left to rot in hunger by a pirate.

And you can't expect anything good from a literal rat marine soldiers.

The Marines in one piece have always been portrayed as mostly bad. Just look at the first few we met in the east blue...

You had axehand Morgan and the fodder that were working for/with arlong.

Yes in the case of Morgan's underlings they wanted to be good but they were incapable of standing up against their corrupt superior so they weren't.

There have only been a few Marines depicted as good people in the entire series. Under sakazuki who is not one of them they were sure to go further in the wrong direction.
