I think we're piecing it together. So, perhaps one way or another, they got Teach's blood sample and once analyzed, Saturn stopped any research as he realized what made him so unique.

Then, after Amazon Lily, when he saw the Seraphim, Teach realized they could have said blood and he ordered its destruction.

It could be this. Or they were planning to have Devon turn into a Vegapunk or Sentomaru, and try to make the Seraphim obey her and then teleport the Seraphim out of there and have them work for BB instead.
