Nah sorry, some fodder Wano citizen comparing him to Joyboy is not a reliable indicator of his level. We know the reason why Ryuma is compared to the Joy Boy in the community; it is a thinly veiled attempt to gas Zoro.

Ryuma and Oden are both from Guano, yet one is know as a "strong guy" while the other one is known as Sword God. Quite the difference in portrayal despite how strong Oden himself is.

To add to some of this, having your name be remembered for hundreds of year is a feat in and of itself in One Piece. When you look at the short list of characters that applies to, it's easy to see why it's a big deal.
