He probably wanted a Paramecia antagonist (Doflamingo, Katakuri, Big Mom), we had two Logia's, one Zoan, one Mythical Zoan, Blackbeard will have both paramecia and logia.

Wont mind it tho, Caesar may be weak but in df usage he's no different from Enel. He knows his df inside out and uses it scientifically.
