As you said, it seems unlikely. If scum has a role blocker, it specifically probably only works for the night and since watson ability failed, it only implies that reloaded is capping. Like watson did not out that she is role crushed here.

But the fact that her voting power became 2 and her information regarding her locked ability was legit which is the same locked ability (namewise atleast) as me, makes me give her the benefit of the doubt. Because I know i am townie.
