I read this panel as oda telling us sanji and Zoro will ( and did ) surpass likes of marco in wano/onigashima...🤔 i may be wrong tho but thats how i got it.

It's about the young actors (Zoro and Sanji) taking over the Old Era (Marco) in order to dethrone the old actors (King and Queen). The "hanagata" term Marco chose in this panel refers to kabuki actors, often regarding raising stars, and should be understood in relation to the current "lead performers / all stars" on stage, which are King and Queen; the same duo Marco gave up against right before he gave entrance to the stars of the New Era, being Zoro and Sanji.

It's all metaphorical. Nothing to do with power levels.

Sanji can become first commander by EoS just like Marco. He is still somewhat short as evident by how Marco handled King and Queen compared to Sanji against the same opponents.

Zoro on the other hand has already surpassed first commanders Marco and King with AdCoC. He is on his way to be "partner" like Rayleigh or "little brother" like Oden who was beyond a "son", conquerors in their own right.

WB knew it was either himself or no one that could take Kaido because Oden was beyond Marco and Ace - who had WB potential - needed a little more time before shouldering the responsibility. Sanji simply don't have that potential.

Marco did the right thing to push both Zoro and Sanji to get closer to their EoS goals by taking on strong foes, he simply knew he had reached his max and felt that Zoro and Sanji yet had room to grow. I think Marco could have done more if he wanted but then the stars wouldn't push themselves to the next level.

Not even close sense again neither queen nor king sustained any damaged from marco. None of his attacks how the power output required. Zoro has shown the power output to best someone as durable if not more durable than marco. Sanji currently has not.

Sanji has heavier hitting attacks than Marco but Marco can outlast him. Zoro on the other hand has even heavier hitting attacks along with advanced coc which dewinged someone just as if not more durable than Marco.

So zoro>marco>sanji makes sense for the time being.
