He can read thoughts, like if someone actively thinks something, but he cannot view memories or anything like that, he had no idea that Kami was in disguise during the world tournament for example. And this is a power that was used maybe once or twice back in original Dragon Ball, you're really scraping the bottom of the barrel by bringing this random ass forgotten power up.
The logia have no reason at all to randomly think "I'm a logia, water is my ultimate weakness, I hope my opponent doesn't figure this out", you're just trying to create this hyper-perfect scenario where Piccolo could win if every assumption favors him, even though it obviously would never actually happen.

Literally the moment Piccolo started to use Telepathy, he quickly figured out it was Kami.
And no, in Dragon Ball it isn't limited to what an individual is immediately thinking about. Roshi used Telepathy to view Nam's backstory back in Chapter 38 of Dragon Ball

Besides the fact that Dragon Ball characters can just mentally read other's memories, Piccolo doesn't even need the Logias specifically to think about it. Water and sea-stone are the fundamental weaknesses of all devil fruit users.
With all the people he is facing, that nobody is going to think about the weakness at all is silly, especially since the One Piece characters are going to assume Piccolo is a devil fruit user then they're going to want to use those presumed weaknesses against him.
That weakness is 100% going to be thought about.

If he canonically has the ability then it shouldn't be an issue for you to show that, instead of using two characters that are not Piccolo.

He does need them to actively think about this very specific thing since all he can do is read immediate thoughts.
They'd see Piccolo and think him to be an alien, as that's exactly what he looks like. His powers have nothing in common with devil fruits at all, and One Piece top tiers don't fight by trying to exploit the water weakness of their opponent, it literally never goes like that.
It isn't, none of them have any reason to actively think about something that they're already well aware of.
