It's a shonen manga, the strongest is the captain, the second strongest is the vice and his right hand.
Nothing more nothing less.
No seniority, no age, no attitudes, nothing... only power matters.

Power matters to be captain or vice captain, not age, seniority, roles, attitudes and what not.

There's literally nothing more to say.

Luckily, almost everyone voted for Zoro, who ID now officially confirmed as the number two, the 2nd strongest, the vice captain, the first mate or whatever you want to call the one who is by far the strongest right after the captain.
The 1031 cover killed every headcanon.
Whoever denies that Rayleigh, Ben, Zoro, King, Katakuri, Marco, Killer, Bepo, Sabo and Shiryu are the strongest right after their captains/bosses is denying blatant canon evidence, at this point.

Wrong. Burgess isn't the vice-captain. It has never been said, and the fact that Shiryuu is among the number 2, confirms that Burgess is not Teach's vice-captain.
