Top tiers in OP are island busters at best unless the nature of their DF allows for much greater AP/AOE. So we'd be looking at the mid-tier Kage, probably

By default even Enies lobby characters arrive to pre war Naruto characters since there is a big gap in speed (Itachi barely reacting to Kirin was seen as something godlike while Califa could react easily to point blank lightings by Nami, in a room) then war arc characters get some very good feat since the planet was somewhat involved (or at the very least its curvature) and then there was also a moon slice with Toneri... Now I don't know but it would be interesting to see where current top tiers in OP scale in Naruto rankings. Also how mich has gher does the power levels go in Boruto compared to Shipuden?
