So, obviously Stussy was all along a mole in the WG for Vegapunk the whole time. After over 20 years, she has outed herself now as Vegapunk’s ally. She has successfully bound Lucci and Kaku, as from Vegapunk requested and is now sailing along with the SHP on the Sunny away from Egghead.
It sounds like the actions of a heroine.
But I have some objections.
If she is truly with Vegapunk here, then why was she the one agent, who rushed to have another agent call the navy? She on purpose let Akainu be informed about the SH being on the island, making it more difficult for Vegapunk to escape, because now Akainu will act upon that information and implement measures to ensure that no one leaves the island - he called Kizaru, who in return prepared for as many battleships as possible to be send to Egghead. As a real ally, she would have not called the navy at all, because the situation was all along to their advantage. She could have just gone with the flow of events, and waited, until Luffy and Lucci had ended their fight and used the moment of surprise to act and get rid of CP0 then, before everything got even worse.
But she did not.
Fact is, stopping Lucci and Kaku could be seen as the execution of the help, the Stellar wanted from her. She even called Vegapunk after finishing her task and reported that she had succeeded in binding both CP0 agents.
But keep in mind – Akainu requested the same: He wanted the agents to not engage the SHP until the navy arrives. Stussy commented to Lucci on multiple occasions that they should wait for the navy. Lucci didn’t listen and ignored Akainu’s command, rushing forward, even disregarding their original orders to be careful and not destroy any precious inventory in the Labo. With Stussy’s last question on the matter towards Lucci “You are determined to ignore the navy aren’t you, Lucci?” and Lucci mentioning, that he is not regarding Luffy as an emperor, she knew she could not stop him with simply using words. She needed to apply other skills to make him and Kaku stop advancing, like Akainu wanted. We can see it as Akainu's command was the underlying cause for her actions against Lucci and Kaku.
So, at this point, both agents are restrained, but we cannot be certain, who’s order/help she acted upon - Akainu’s or Vegapunk’s?
I mean, at the moment it is obvious - a little to obvious, don't you think?
If we are looking at her character, I would like to comment how she makes me feel on edge. Oda is portraying her with that constant, creepy smile on her face. Even if she hurts people, she wears it. She has gone on more than one occasion behind people’s backs (e.g., Du Feld, Lucci/Kaku) and smiled that sweet smile of hers all the way through it. In other words: She is as slippery as an eel and that makes her unpredictable, in my opinion.
If she is on Vegapunk’s side, all is well and they can leave as soon as they find the Stellar and Bonney.
If she is actually siding with the WG at the moment, then it would make the most sense, if she just played along and use the cover she currently has to her advantage. She just needs to make sure the SHP and Vegapunk are not leaving the island. She - for example - could just slash the Sunny (- more room for improvement later on through Franky and Vegapunk). If the ship is damaged, it would be impossible for the SH and Vegapunk to leave the island.
What is she getting out of it? There are some pros and cons for both sides:
Vegapunk’s side: He is her father in a way. And I just assume that she must have at least a personal connection with him. That said, he was from the beginning on the person, who saw in her a human and accepted her, in contrary to the world.
WG’s side: During WCI arc, we saw her enjoying herself at the wedding. All in all she seems to enjoy her life within the WG. And I wonder what she would do if she looses this and were in constant need to hide with Vegapunk. Would she really like that? Seeing how she weren't accepted decades back, I don't know if she is willing to throw this all away.
