I don't know how, and I don't know when and I don't know why but I believe one day Sugar will come back into the story and she'll be back as an Ally what gave me this thought was this single image right here
ever since this came out many people where wondering why Ulti was chilling with them, she isn't an ally or even a friend of the strawhats, but as of the cover story of the latest chapter she swore fealty to Yamato which by extension means she's swearing fealty to Luffy, which means every single character here is friends with or connected to the strawhats in some fashion.
So why is Sugar there and why is she with Tashigi? oda could of drawn any other female character here. Stussy, Blackmaria, Alvida, Smoothie, the list goes on but he chose to do Sugar,
Remember Sugar was apart of Doffys operation in fact she was the lynchpin behind the whole scheme it all fell apart when she got taken down, but she's still just a child stuck at the age of 8 for eternity
I doubt the World Government will just lock her up and throw away the key. They'll either A just let her go cause she's just a child or B try to manipulate her into helping them by turning their political enemies into toys.
But that's why Oda drew her with Tashgi, Tashigi will rescue her from that and try to give her a life not forced into servitude,
