If you think about it, Sugar is just a puppet to Doflamingo, otherwise if she was that OP she'd have Haki and she'd be the leader and turn her subordinates and crew into toys, I think the characters that Sugar can't turn into toys are the strongest, just like how Doflamingo can't make a Marionette out of the strongest characters, like I don't think Sugar would turn Fujitora into a toy even if he doesn't imbue his body with Armament haki, like, she also like can't turn Goku or Zeno-Sama from DBZ or Living Tribunal or STTGL into toys too, right? also like Enel who's a god, I don't think she can turn a god into a toy.
And of course since Usopp traumatized her and she has phobia of stick shaped things, Gear 5 Luffy in this scene would've freaked her out and this time she would die
Here are some Weaknesses of her's: she definitely can't turn Logia DF users to toys since she doesn't use Armament haki as well, and cause she's a DF user, she can't swim, or ofc if Smoker hit her with her Seastone sword, she'd become weak and it would nullify her powers like BB's DF would if he'd fight her and she becomes her original age for a few moments, and ofc those who use haki are protected from her DF
And finally, she got her ass beaten by the weakest member of the Straw Hat pirates which is Usopp, if Usopp told the rest of the crew members who is she, they'd beat the living crap out of them.
And if we even look at the characters she turned into toys, they are not the strongest characters, people are gonna say "Nico Robin or Don Chinjao" Chinjao may have 3 Haki's but for a character that has 3 types of haki, he has 500,000,000 bounty which is weak for a character who has 3 Haki's and ofc his Haki isn't the strongest, Nico Robin could've used more lethal attacks on Sugar like Stomp but due to her low fight IQ, she chose to open Sugar's mouth for Leo to put the poisonous grape into her mouth.
Also Sugar has low fight IQ as well as she chose to feed Usopp flammable grape instead of turning him into a toy just cause he pissed the Doflamingo pirates off and she tried to kill him with it
Also imagine Sugar and Kuma would high five each other? that'd be a very funny fight, Kuma would come out victorious cause when Sugar passes out while flying, Kuma will turn back to human again.
And finally, the characters she turned to toys isn't known to everyone, like had she turned Luffy into a toy maybe (which I don't think she'd have done that anyways cause Luffy is strong and he is a god), he'd still be remembered by everyone and he'd still have his face on the toy, and Usopp would still shout his name in fear (or maybe that was his imagination when he was using Observation haki on about if he messes the target), and also, characters who use Armament haki should use it even in their toy form so that they can disobey Sugar ordering them and mine-breaking them, right?
