She may or may not be wanted dead or alive. Sanji was wanted 'only alive', Luffy was able to save him from nothing.

They'll just capture her if she does something, like stealing. The person most affected by them abolishing the warlords is Weevil, literally being captured.

I mean when Koby literally says “I need to stop you from achieving your dream”, I would expect him to at least try to follow through on that.

And given how Luffy himself is a yonko with the power of a god, going after Luffy’s nakama is probably the best step Koby can make.

He means he wants to get away in Luffy getting the OP and becoming the PK, as vegapunk pointed out the person who does that will change the world. He wants it for Sword. This does not really mean he will fight and try taking down Luffy in some elaborate plan.
