This is not power inconsistency though. Tama as a starving weak untrained child was strong enough to knock an adult man in a yonko's crew unconscious. With good food, proper training, why can't she beat Holdem? Holdem is a joke character who punches himself in the nuts.
The problem people have with Oda isn't inconsistency, it's that he powerscales people in a way they don't like. He's pretty consistent, but characters can train or get power ups off screen like Lucci. Or be nerfed the first time you see them like Crocodile.
