It's gotta be Tama that the Gorosei are referring to in 1037

The CP0 agents were indirectly referred to in the chapter during the Gorosei's conversation about Robin being apprehended, as they're the ones who're ordered to capture her.
If the elders called them(or had Lucci do it) to see if Robin had indeed been captured yet, this could lead to more information being given to the elders pertaining to why she's been so hard to capture and how the war's result has become so hard to predict; that info being because of some special ability on the side of the samurai causing others to switch sides
This is a very big deal by itself, as it's been stated numerous times how Luffy's ability to draw others in to his side is his most powerful ability and very dangerous, so it's not crazy to overlook this at first by not associating it with this legendary, false named fruit ability

But the reason it has to be Tama is because the elders put 2 and 2 together only after receiving the info that an island sized object is moving freely. Zou moving around aimlessly was always well-known and documented, also; it was not an issue. But now, arriving at Wano at the same time someone is shown to control thousands of beasts on the Beast pirates? Obviously the WG knows of the Smile dealings; the CP0 dealt with the same guy who runs the operation. They're assuming someone has attained the ability that can control the beasts of the entire world indefinitely; this ability rivals Poseidon.
The thing that makes this ability so crazy is that there are the Florian triangle Giants, maybe other continent pulling sized creatures, as well as Zunisha herself; not to mention Rusukaina animals that required King kong guns to be K.Oed or animals like that anywhere else... An ability like this would only take a few years of build up before someone had an army at their disposal that could very well out number the Marines

Tama could very well be end game with this ability, as I can see Oda actually going the traditional Noah's arc route with the Noah being used to transport an army of animals that could potentially be capable of combatting the SSG as well as the entirety of the Marines

Ofc, Zunisha didn't come here on Tama's orders, but like @HA001 stated in other threads, the fruit was unknown and presumably dormant because it was cycling on one of the few isolated countries left on the planet; that country being Wano(as it's only now being realized due to info being transported thru agents who are currently there). So if the last significant user of the fruit was also either from Wano, or associated with them similarly to how Minks do, or maybe Fishmen or people with symbiology similar to that of the Kozuki crest(assumedly people of the ancient kingdom destroyed by the OG 20 royal families); then it's fair to assume he gave important figures amongst those group rights to control certain significant creatures. This fruit is busted because these orders remain forever....
One of these groups of people could be the Kozuki clan? Maybe to transport future poneglyphs they'd create or just to assist them in general, but only those Kozuki family members with the VOAT are even aware Zunisha will listen to their orders; this just so happens to include Momo, but not Luffy. Maybe Momo calls out to Zunisha to help him lift Onigashima? Or accidentally when listening to Luffy after he fell from the island???

My theory is that Zunisha failed in it's attempt to assist it's master(the last significant user of the ability) causing that person to die, maybe even drown, and so someone given the authority to command Zunisha by that person punished Zunisha by making it wonder around aimlessly in the sea looking for their comrades' dead body

Regardless; the elders assume it's the fruit user who called Zunisha, and are worried that this is the same individual who can control any number of wild beasts indefinitely, and know this fruits potential can one day topple the Marines and maybe even control the world depending on it's awakening

Also, a fruit as cute as creating Kibi Dango is misleading on it's own even without being given a name like Kibi kibi no mi. But the fact that this fruit is likely titled something geared more towards dominating beasts indefinitely, making them follow your every command, and potentially even awakening to not limit itself to animals at all is reason enough for the WG to not want individuals like Teach(people who know of and hunt DFs) for instance to know of it's true nature

Yep. Without even speculating about what the mystery DF is, Tama has the most fearsome ability on Wano for me.
Other devil fruits are strong because their users are strong, but Kibi Kibi no Mi ability in itself is dangerous even if the user is a fodder.

Rusukaina had over 500 beasts stronger than end of pre-ts Luffy

Some were so strong they rendered Kong Gun useless and bodied G4 Luffy to the point he had to develop KKG


A single island had over 500 animals more powerful than pre-ts Luffy, some even stronger than pre-KKG boundman. I won't even talk (jk I will) about gigantic animals like Zunesha that can sink an entire fleet in one trunk swing and ONE SHOT yonkou commander level character. Imagine the terrifying army someone malevolent with Tama's ability could raise roaming around the world?
Heck Shirahoshi is considered an ancient weapon because she can call sea kings, Tama's DF could potentially control BOTH sea kings (as they are still beasts) and land animals

Yea it's kinda busted Luffy essentially just recruited her for free(the cost of shitting on a couple of fodder BPs to save her as a byproduct)
Really, if Ace was alive; the storyline seems more authentic if he would've lucked up w a crewmate that strong due to allowing a starving village to eat his food but instead it's passed onto Luffy
Luffy really didn't even need to save Wano for her to join him either, she would've left with him like she tried to do with Ace just because he's his brother and he looks cool

There is a theory that it could be Yamato's devil fruit, be related to the god nika, god of the sun, which is related to amateratsu, and that is related to Yamato's DF.

Shirahoshi was at least a princess of a repressed race of beings with immense amount of OP lore involved in her circumstances.

Tama is just a kid who plucks dango and feeds them to animals. The Beast Pirates are going to be ruined because of a random little girl who wanted to play ninja goes around and mind controls their fighters. :milaugh: This tops Dressrosa's Sugar faint as one of the most humiliating defeats for any pirate crew in OP.

It has to be a DF that someone said the name but not the person itself. It is Kaido's DF for sure. BM said the name not Kaido.

No need for a name when the nature of its working is spelled out like this in the open. The CP0 should be listening to all of this, who then probably report it to Lucci who in turn informs the Gorosei
