I am not so sure about Shiki though. He was a Movie villian and got beatin by luffy already - it would be weird to have him back in the story.

Gaban might be able to teach Luffy something. Also, it would be cool to have a Roger pirate as an antagonist.

I feel like it needs to be Shiki otherwise the deck(again) is too stacked in the SHs favor if it's Scopper unless Odin and Thor and arc villains along with Loki.
