This is my opinion on what the all blue could be, I think it is the sky, and it requires Nika's help to get to, I made this post as a prediction =],
I was also partly inspired by a part of the opening song Hands Up where it says, although though this may be only translated that way by the person I listened to singing it, "If waves are rough jump to the sky", and I think it makes sense with the sinking of the world, Vegapunk's cloud technology and Lilith to it being helpful in the future, and the dawn of the world,
