Just imagine:

The Azure Dragon belonged to the Fishman originally, it's the Fish-Fish Fruit after all.
However it saw how pathetic of a race the Fishman became and ditched them.

Reason to believe this, the name of their kingdom!

An unknown connection to dragons, very suspicious for mere fish...

If the Azure Dragon used to reside in Ryūgū Kingdom (as a guardian deity perhaps) it would make sense.

I think when we get the origins of the world, it will begin with dragons, like in dark souls or something.
