Zoro pret-timeskip was tied with sanji for me, I still like zoro but prefer sanji more nowadays, but sanji pre-timeskip already had it.
PRE -TIMESKIP SANJI "NATURAL" developpement, I don't even need to write it to you :




Zoro has more refined development, there are moments like When in East Blue, Zoro declares to Mohji that they are not common thieves but pirates(as opposed to when he first said that he will never lower himself to Pirates level) In Baratie after losing to Mihawk, Zoro declares his promise to never lose again, In Skypiea, Zoro says that he will never be pirate on any other ship,In water 7, we see Zoro stepping up as a vice captain, We see slowly Luffy gaining respect of Zoro, All these moments build upto Thriller bark, Zoro here was perfect but Oda went above and beyond and gave him another great moment with Mihawk post marineford. Pre timeskip Zoro was leagues ahead in character writing. Post time skip Zoro was absent for over 100 chapters, so he didnโ€™t get much panel time. We got to see him reminding Luffy to be careful in Punkhazard, Dressrosa was more focused on Law and Doffy, in Zou we saw him giving a nice speech about Sanji going to wci and its repercussions. In Wano Oda is finally focusing on Zoro. Him protecting Hiyori toko, having an connection with Okobure town people and Yasui etc, People seem to forget Zoro is one of the main part of Wano arc.
 
Guys all kidding aside, I have to admit that Post Wano Sanji > Yamato is the only logical option.

I seriously doubt Oda will break the M3 power level dynamic, it never sounded like something not power levels oriented since they always took on the strongest folks. So odds wise that makes sense.

Spoken as an hardcore Zoro fan. When it comes to power levels I'm fair.
ofc sanji will be bro... yamato would be knocked out if her df defense didn't save her from that conq coated haki attack [i forgot the name]

For me it was a tie in character development for both in pre-timeskip
