Bullshit. Kaku said it best pretimeskip that zoro became faster and was now able to react to his speed using soru when before he couldnt.

Kaido got blitzed by base kaido when he was in gear 4th however was later able to react to a much faster kaido since his speed increased and since he got a better handle on future sight

Rayleigh was able to react to kizaru because of the fact that he himself is fast and also has great observation haki.

The list goes on

Doffy was able to casually react to gear 2nds luffys speed and perceive it as well. So yeah it's established that fast characters are better fit to react to the reaction speed of other fast characters

Lmao same can be said for sanji having some difficulty with blueno but then beating jabra. Or sanji eventually getting through tekkai
