Not necessarily, the WG must have all the records about pirates like WB, it doesn't mean Kizaru was at his current level at that point and lived to see prime Whitebeard with his own eyes

Specially cuz it mentions "WB in his youth", this is quite ambiguous, he could be just a kid causing mess, but obviously stills totally different from the one we see fighting Roger in equal terms and the one that destroys Marineford, this is on a whole other level.

Unless you want to place Weevil above every single Commander out there.
