In this 20 years BM and kaido didn't fight directly against marine. They have recognized than they will need ancient weapons and op to defeat them.
And marine protective all the sea not just the new world

We've only seen Yonko (Whitebeard / Blackbeard / Shanks) pull up on the Mairne's base, even with all 3 admirals there

But not a single Admiral tried to go into Yonko territory so far
