No GRRM is the author of a series of books that the show Game of Thrones is based off of. The show is what you are thinking of in terms of shitty ending
His issue is that the book series was supposed to be 7 books long and hes only finished 5 (the latest one came out in 2011).
since the show writers couldnt wait for his lazy ass, they basically came up with their own ending (supposedly its based on what will be the ending of the books) which was god awful. Legit 95% of the fans of the show hated it

the other issue is that hes 73 years old and not exactly the healthiest
its not like he haven’t been writing either, hes written short stories/prequels set in the same world. Hes also the writer (or helped wrote the lore) for the game Elden Ring thats coming out this week. He just won’t finish the damn series
