Spandam didnt have actual power but he has authority backing him up, while Gorosei themselves bow to Imu, implying him as both the owner of authority and also the power back up himself. If he only has the authority but no power, Gorosei - who scolded Akainu like a parent scold his child - wont prostrate to him like that.
I think Imu as something like Ymir, an ancient, powerful almighty being but is being manipulated by the 5Elders

If you talking about chosen one thingy then Luffy is and will gon’ be the chosen one. Get over it. It has been setup since chapter 1. People hated Naruto because the revelation of him being ashura’s reincarnation came out of the blue with no setup or foreshadowing. Luffy is gonna defeat Kaidou.
There are still many people who believe Luffy to be written differently from the standard formula. He is nothing else than Natsu with a different manga motive and vice versa.

True. All shonen protagonists are written almost the same way with different characteristics and motives but what I’m saying is you can’t call it bad writing if Luffy ends up being the chosen one because it’s his destination — setup since very beginning. Of course you may not like it because you wanted something different. Nothing wrong about it.
