Well, OP is still not done yet. We have barely seen two top tiers fighting with each other; those fights were mostly skipped.
Hence EoS top tiers could show more than island lv feats imo.
People seem to forget that we've only seen an all out battle between two high tiers which is the best currently. It's like seeing Sasuke vs Deidara or Sasuke vs Itachi - and nobody expected that the Naruto verse would be that powerful at the end.

He could have sent Sanji into like a Navy base to train with Garp or something but instead he got send into Okama's island that only knows martial art but no cooking involved at all
