thinking back on older arcs, their simple worldbuilding makes sense
only looking economically

baratie = sells food to pirates on ships, restaurant itself is moving so it can reach many pirate and marine customers, it's a ship so they can fish, it's huge so a farm inside would be kinda sci-fi but make sense in one piece

Arlong park = basically tax the citizen who have jobs, farms, etc

Skypiea is two economies, the city and enel area has gan fall's slaves working the farms or something for food

Water 7 is a full fledged city, making money on shipbuilding expertise

Alabasta is like one big country with many cities, farming, trading with eachothers, Crocodile's casino, money from travelers, etc

Oda basically really went for a Samurai Jack type story for example. Or some episodes of Dr Who too lol.
