For the longest time, I thought that "The Most Wanted Man" refers to Dragon's bounty which would exceed that of Roger's or Xebec's.

Now I'm slowly reverting back to thinking that "The Most Wanted Man" as for who WG would love to capture the most.

I'm more behind option 2 now because we see how WG tries to hide the stuff that the Revolutionary army does, which indicates that Dragon can't have over the top bounty since he would be worldwide recognized and so would his group.
I was almost disappointed when I saw the bounty of his commanders..Dragon is definitely a powerful person, but he is like an intellectual revolution..I mean, he affects people's mentality and thoughts..But now I think he has started his move for the real war, maybe his bounty will surprise us
 
Isn't this the first time post-TS that he's had a random CoC outburst without clear intent though?

I can't imagine he was trying to do any type of damage control while he was jumping around there.
why do you assume it isnt clear intent


entirely a different case prets cause he didnt even know what it was and moments where it came out were out of desperation .

Momonga being KO'd doesn't even make sense at all tbh...

He was, IMO, portrayed as being one of the stronger Vice Admirals back in Marineford. Oda explained in the SBS that even most fodders from top tier pirate crews are strong enough to resist basic CoC, which is why Luffy doesn't just KO everyone without having to fight. So it's either:

1) Shanks is so ridiculously strong that he can KO someone as powerful as fricking Momonga with basic CoC, or
2) Momonga is just that fucking weak

Like G5 Luffy was KO'ing fodders left and right without intent, yet people like Chopper and Nami were unaffected. Am I supposed to believe the gap between Shanks and Momonga is bigger than the gap between Luffy and Nami/Chopper? lol
Why would Luffy's CoC knock out his crewmates?

I was never behind Dragon is XYZ strong idea. To me, he will be your casual Top Tier at best. He won't be anything such as Shanks/Akainu type of hype.

I always thought of him as the intellectual as you say and more so tactician. The lack of actions by him and his reaction to mere Burgess was really disappointing. I lost my hope in this character with Reverie arc when his commanders invaded Mariejois alone while he was sipping tea with trannies in Kamabakka Kingdom.

I almost agree..I hope to see at least one interesting fight from him
