I genuinely think Oda missed on bounties. I would genuinely made it a power scaling so everything is clear at least on Pirate's part.

No bounties for having a crew or shit, just solo bounties that indicate ur strength.

They literally say in 1058 that Cross Guild is getting massive funding from the underworld.

Plus narratively the marine bounties are probably a tool to give us a full sense of the power scale, since it's the final saga and Oda probably doesn't care about keeping things ambiguous anymore.
